That is maybe true if you only count the military side of it. Economically Europe has much more sway over Russia than the US - and so far they resisted the idea of sanctions. This would be devastating for Russia.
Besides, their relationship to China isn't perfect either. It's two big powers in direct proximity, and Russia is for example worried about the population growth on their border.

I didn't live through the Cold War with being born in the end of the 80's but was this what it was like? This seems like the plot of a season of 24 at this point.
i was born at the end of the 1970s. until the berlin wall fell everyone still expected to die in a nuclear winter.
and i didn't see anywhere near the worst of it either. during the cuban missile crisis both leaders (Kennedy and Kruschev) blinked. if either one of them didn't you and i would have never been born.
The most important thing about the Cuban Missile crisis is that neither country messed too close to the other again until Reagan escalated things. Everyone in JFK's cabinet wanted to retaliate including RFK and LBJ due to the Russian provocation even after being told to stop. Kruschev kept pushing the envelope by building the missile bases faster and shooting down US spy planes and bypassing the blockade. Kennedy was about to order the destruction of some or the missile sites before Kruschev caved.
This is not what it was like in the 70/80s. The USSR was an adversary, but not "evil", despite Reagan's famous speech. They didn't want war. As kids we would frequently have "duck and cover" drills in school in case Ivan let fly the nukes, but neither side wanted that. The superpowers wanted to push their own agendas, occasionally fight each other through proxy nations, and generally assert their own values, but strictly avoided face-to-face confrontations that we're seeing today.
When spies were caught on either side they were jailed and later exchanged. It was business. We knew they were spying on us, they knew we were spying on them. Killing people on each other's "territory" was seen as too brazen and could easily lead to escalation. Of course, there was a difference: America was united against the Soviets. Donkeys and Elephants would put their bickering on hold if it meant countering a Communist threat. Now-a-days you have an entire party (the one in power, sadly) that does not seem willing to call the USSR out on their bullshit. And I do mean the USSR, because that's the era that created Vlad.
He is old-school Warsaw Pact and he's devastated that Russia doesn't have the power or influence that it once had. He's embarrassed that the superpower that he helped maintain has fallen so far behind. He'll do whatever it takes to return Russia to it's former glory, include sparking a new Cold War. Maybe he thinks he can win this one and it'll be the U.S. that splits into small, squabbling nations. Maybe along political lines, or racial, or religious or anywhere else his operatives have been driving wedges...
